PKCGU codes of conduct and competition rules appear below, these are subject to update and amendment on a regular basis so please refer to them regularly.

Codes of Conduct, the executive of PKCGU have drawn up the following codes of conduct for the guidance of all. We very much hope never to have to use them but any decisons made will be based on thse guidelines. and by entering or supporting any of the county competitions all: players; U18 players; club officals; clubs; spectators; parents; coaches; technical officials and others are assumed to accept and abide by these codes.

History of Rule updates and dates of application

December 2016: saw major changes to the series of Gents OOM, removal of Spring, Summer and Autumn meetings and Matchplay from the OOM points table and the introduction of  a Gents handicap OOM. A new senior scratch and handicap OOM competitionsis also planned but due to qualifying age differences in the present club SENIOR opens this has been put on holf for the 2017 sason, We hope to progress in 2018 after club consultation. All PKCGU clubs were invited by letter in their annual return from The County to have their respective Opens included in the series.

The Rules and Regulations for any Event organised by the County are explained below. The events are:

Scratch League  
1. Clubs entered should be drawn in THREE leagues.
2. League matches should be played on home and away basis as per fixture card.
3. After league matches are complete a draw will be made to determine quarter finals.
4.  After these matches are played, semi-finals may be determined as per table.
5.  On completion of semi-finals the final can take place at Gleneagles or whatever venue has been planned by PKCGU for that season
6.     A team shall consist of FIVE PLAYING MEMBERS from the club. (not necessarily from the players home club.)  No limit to size of pool. Every effort should be made to field five players at every match. Failure to field a full side will result in the opposition being given the point for the scratched match.
7.   A player may only play for one club in a season.
8.   All matches will be played over 18 holes of match-play. Five singles games. NOTE: In the event of a team not having 5 players the team will still go out in handicap order with match 5 forfeited if only 4 players, matches 4 and 5 if only 3 players etc.
9.   Team captains must play their team in handicap order and must produce a written team sheet before the match begins and swap team sheets with opposition captain.
10.   All matches should be played at 6.00pm on the Friday evening as scheduled. In the event of it not being possible to play a match on the scheduled date, it must be played on a date agreed between the two team captains, prior to the date of the next scheduled match. Any rearrangement of a match date must be notified to the Scratch League Convenor.
11.   In the event that a match is not rearranged under Rule 10, the executive reserve the right to impose a result and the match will be considered to have been played.

12.  Scoring System:   2 points  for  match won in league matches.
                                        1 point for a match drawn in league matches.
                                        Leagues may be decided on matches won and lost if a tie exists.
                                        If still tied, the result between the two tied teams should define
                                        league winner. If still tied a play off on neutral course will need to
                                        be arranged.

        In Quarter and semi-finals, match difference will determine winners.
        In the event of ties, captains must nominate a player to play in sudden death
        play-offs on the course of the evening starting at the first hole and playing each
        hole in order until a resolution is achieved.

13.    Match results should be returned to the Scratch League Convenor as soon after each fixture as possible.  This can be done by e-mail, text or surface mail.  Details of
        matches should be thorough.                                                                                  

14.    In the event of any dispute, the decision of the County Executive will be final.

Bell Trophy:
A team shall consist of FIVE players who may be drawn from the four handicap sections

Scr –  5
6 –  12
13 – 20
21 – 28

In the spirit of the competition teams are expected to have at least one player from each section. Should this prove impossible then NO MORE THAN TWO players may be drawn from any one section. Should a team have 3 players in any one section they will forfeit the third game of that section.
Higher handicap players may be selected in a lower handicap section but can only play off the maximum allowable handicap for the section they are selected in.
The team must play in handicap order. (exact handicap).   In the event of any team being a player short, they will forfeit that game.
The matches will consist of FIVE games played over 18 holes of matchplay. In the event of a drawn match, the game or games finishing square should play ‘sudden death’ taking their allocated strokes at the appropriate holes until a result is obtained.
The club drawn at HOME must give their opposition fair warning of THREE DATES, one of which must be on a different week from the other two and one of which must be on a weekend. (a week runs from Monday until Sunday)
The two teams must exchange order of team selection showing the current handicaps prior to play commencing.  Any default in the order will result in loss of the game in which the default occurs.
A player may only represent ONE club in any given season.

Coronation Trophy:
A team shall consist of SIX players. In the event of a team being a player short, they will forfeit that game.
The matches will consist of three games played over 18 holes matchplay,  playing foursomes (scratch).  In the event of a drawn match, the game or games finishing square should play ‘sudden death’ until a result is obtained. Extra holes being played in course order.
The club drawn at HOME must give their opposition fair warning of THREE DATES, one of which must be on a different week from the other two and one of which must be on a weekend. (a week runs from Monday until Sunday)
The two teams must exchange order of team selection showing prior to play commencing.  Any default in the order will result in loss of the game in which the default occurs.
A player may only represent ONE club in any given season.
In the event of any dispute, the decision of the area executive will be final.

Perth + Kinross Champion of Champions.
The championship will be played over 36 holes of strokeplay (scratch).  Only players designated as ‘Club Champion’ shall be permitted to play along with the defending Champion of Champions, the Area Strokeplay Champion and the Area Matchplay Champion.  Club Champions must still be members of the clubs whose Championship they won in order to be eligible. In the event of any club member from within the area winning a national championship, then he may also be invited to play.  In the event of a tie, the best second round will take precedence and then the best last 9 holes etc.

Stroyan Trophy.
The championship will be played over 18 holes strokeplay (scratch).  Each club may enter one team of two players playing foursomes and shall be confined to members of clubs within the area.  In the event of a tie the results will be decided on the best last 9 holes etc.

Perth + Kinross County Team Championship.
(Qualifier for the Scottish Club Championship)
The championship will be played over 18 holes of strokeplay (scratch).  Teams MUST consist of three players with the best two scores counting on an aggregate basis.  In the event of a tie the third score shall be added.  If a further decision is required the last nine holes of all three team members shall be added, then the last six holes etc.  The championship will be confined to players whose HOME club is registered within the area.

Strokeplay Championship.
The championship will be played over 36 holes strokeplay (scratch) and the field restricted by ballot if necessary to the lowest handicap golfers entered by the closing date but not exceeding 42 players in total. The event, under extreme circumstances, may be restricted to 18 holes.  In the event of a tie for the championship, a play off shall be organised between the players concerned over the same course.   Only players whose HOME club is registered within the area may participate.  

Matchplay Championship.
The championship shall consist of the best 16 aggregate scores returned in the Strokeplay Championship.  In the event of a tie for minor placings, the best second round will take precedence and then the last 9 holes etc for qualification. A seeded draw of the 16 qualifiers will be held after the strokeplay stages. All matches will be played over 18 holes with extra holes where necessary to obtain a result.

Seniors Championship Trophy .
The Seniors trophy will be awarded to the Senior matchplay champion which will be decided after a strokeplay qualifying round and then matchplay semi finals and a final played in the season . 32 Entries to the stroekplay qualifying will be sought and may be restricted to a maximum handicap or balloted if over subscribed.

Order of Merit Series : Gents Scratch; Gents Handicap;

Points will be allocated ONLY to the P+K players who finish in the top five places in Order of Merit events.
The points value will differ according to the structure of the selected event.

The qualifying events from 2017 are all listed PK Club Strokeplay Opens and the County Strokeplay Championships. See the table below.
The County Matchplay no longer qualifies for OOM points

Gents Handicap OOM Will mirror the Scratch event except the County Strokeplay will not be included, nor the scratch 36 hole opens unless they also offer a handicap section/prize.

The OOM's will be decided by perming any players best 8 results from the 16 seasons events

Points will only be awarded to Perth + Kinross players who finish in the top five places scratch, not to the top five Perth + Kinross players.
All competitions to be run under the Rules of the Royal & Ancient Golf Club of St Andrews and any local rule pertaining on the day.
In the event of any dispute the decision of the area executive shall be final.

Seniors OOM - on hold until 2018 season

Again points will be awarded to PK club members finshing in the top 5 scratch and handicap places from the following opens

Any players best X scores from XX qualifying events will count to season total
